July Declaration :
1. The
Whereas in the long continuation of the anti-colonial struggle, the people of
this land stood against the deprivation and exploitation of the autocratic
rulers of Pakistan for long 23 years and declared independence on March 26,
1971 and established the state of Bangladesh through a bloody liberation war
for national liberation by building mass resistance against indiscriminate
genocide;
And
2. The
Whereas the common people of Bangladesh through long movements and struggles have made the highest sacrifice
to materialize the desire to build a liberal democratic state based on
equality, human dignity and social justice enshrined in the Declaration
of Independence in this land;
And
3. The
Whereas the constitution-making system of independent Bangladesh in 1972,
due to its structural
weaknesses and misapplication,
the post-independence Awami
League government failed to
fulfill the aspirations of the people of the War of Liberation and undermined
the effectiveness of democracy and state institutions;
And
The 4.
Whereas the post-independence Awami
League government established a one-party rule constitutionally in the name of
BAKSAL against the democratic governance system, the main principle of
independence, and snatched the independence of expression and judiciary,
in response to which a united
revolution of the sepoy-people took place in the country on 7 November 1975 and
later the way was paved for the restoration of multiparty democracy, expression and independence of judiciary
instead of one-party BAKSAL system.

Since the mass upsurge of 1990
took place through the continuous struggle of the students and people for nine years against the
military dictatorship in the eighties and parliamentary democratic governance
was reintroduced in 1991.
And
6. The
Since the democratic process
of change of government was disrupted by domestic and foreign conspiracies,
the path of Sheikh Hasina's monopoly power, supremacy
and fascism was paved in Bangladesh through the conspiratorial system of 1/11;
And
The 7.
Whereas illegal and undemocratic changes were made in the constitution with the
aim of establishing the fascist, undemocratic
and anti-people regime of the last sixteen long years and with the intention of
fulfilling the extreme desire to establish a one-party state system and thereby
paving the way for establishing one-party monopoly power and supremacy;
And
The 8. The
Whereas the misrule of Sheikh Hasina's Awami League government, enforced disappearances, killings,
extrajudicial killings,
snatching freedom of
expression and amending and amending the constitution for one-party interests
destroyed all state and constitutional institutions of Bangladesh;
And
9. The
Whereas during the Hasina government, an extreme anti-people, dictatorial and human rights
snatching force under her
leadership tarnished the
image of Bangladesh internationally by turning Bangladesh into a fascist, mafia
and failed state;

The 10.
Whereas in the name of so-called development, under the fascist leadership of
Sheikh Hasina, through unlimited corruption, bank looting, money
laundering and destruction of economic institutions, the corrupt Awami League
government has devastated Bangladesh and its immense economic potentials and
endangered its environment, biodiversity
and climate;
And
The 11.
Whereas people from all walks of
life, including political parties, students and workers' organizations,
have been victims of jail-repression, attacks-cases, disappearances, killings and extrajudicial
killings through continuous
democratic struggle against the fascist government of Sheikh Hasina for the
last nearly sixteen years;
And
The 12.
Whereas the just movement of the people of this country against the unjust
domination, exploitation
and informality of foreign countries in Bangladesh is suppressed by the
subservient Awami League government of external forces through ruthless force;
And
The 13.
Whereas the Awami League government deprived the people of this country
of voting rights and representation
in three farcical elections (2014, 2018 and 2024)
to continue power illegally;
And
The 14.
Whereas dissenting political leaders, activists, students and youths were brutally tortured
during the Awami League regime and extreme resentment
was created among students, job seekers and citizens due to monopoly
party recruitment and quota-based discrimination in government jobs;
And
The 15.
Whereas extreme repression of opposition political parties and organizations
led to public anger for a long time and the people continued to fight against
fascism by adopting all legitimate procedures;
And
The 16.
Whereas during the anti-discrimination student movement to abolish the
discriminatory quota system in government jobs and prevent corruption, massive
repression, barbaric torture and killings against
humanity were carried out by the Awami League government, as a result of which the
mass protests of the
students and people
irrespective of party and opinion across the country turned into a mass
uprising;
And
The 17.
Whereas people from all walks of life, including political parties, religious,
social, cultural, professionals, labor organizations, joined the uprising of
the indomitable students and people against the fascist forces and the Awami
fascist forces killed about
one thousand people including women and children indiscriminately on the
streets, Countless
people suffered paralysis and blindness, and in the final stages of the
movement, members of the military supported the people's democratic struggle;
And
The 18.
Since the people started the non-cooperation movement at the call of the
anti-discrimination student movement for the fall of the illegal Sheikh Hasina
government, the abolition of the fascist system and the new political
settlement, later on 5
August, they conducted a long march towards Dhaka and all the political parties, students and people of all walks of
life who were protesting
against fascism , At the climax of the intense
movement of the people of the profession, fascist Sheikh Hasina was forced to
resign on August 5, 2024 and flee the country in the face of a fierce march
towards Ganabhaban;
And

Whereas the conviction and exercise of the sovereignty of the people expressed
through the mass upsurge in the face of the political and constitutional crisis
of Bangladesh is both politically and legally reasonable, legitimate and
internationally recognized;
And
The 20.
Since, as per the demand of the people, the illegal 12th Jatiya Sangsad was
dissolved and in the light of the opinion of the Supreme Court as per Article
106 of the Constitution, Dr. An
interim government led by Muhammad Yunus was formed on 8 August 2024;
And
The 21.
Whereas the strong anti-fascist aspiration of the people of Bangladesh from all
walks of life and the uprising of the
students and people expressed the desire to build a society and state
free from fascism, discrimination and corruption;
And
The 22.
Therefore, the people of Bangladesh intend to carry out
democratic reforms of the existing constitution and all state and
constitutional institutions in a systematic manner with a view to ensuring
good governance and fair elections, prevention of recurrence of fascist rule,
rule of law and economic and social justice;
And
The 23.
Therefore, the people of Bangladesh are expressing their firm desire to
speedy trial of the crimes of disappearance,
killing, genocide, crimes against humanity and all
forms of torture, oppression
and plundering of state property committed by the fascist Awami League
government during the long
anti-fascist movement and struggle of the last sixteen years and during
the mass upsurge in July 2024;
And
The 24.
Therefore, the people of Bangladesh declare
all the martyrs of the July Upsurge as national heroes and wish to provide all
necessary legal protection to the families of the martyrs, wounded fighters and agitating
students.
And
The 25.
Therefore, the people of Bangladesh are expressing their intention to establish
a democratic state system as per the expectations of the
people of the country, especially the aspirations of the young generation,
through necessary constitutional reforms as
promised in the Jatiya Sangsad formed through a free, fair and neutral election to be held at
reasonable time.
And
The 26.
Therefore, the people of Bangladesh are expressing the hope that the rights of
present and future generations will be protected through an environment and
climate resilient, inclusive and sustainable development strategy.
And
The 27.
The people of Bangladesh express the desire that appropriate state and
constitutional recognition of the Students'
Mass Upsurge 2024 will be given and this proclamation will be included in the
schedule of the reformed constitution of the elected government in the next
election.
And
The 28.
This proclamation was formulated as a reflection of the aspirations of the
people of Bangladesh who won the mass upsurge on August 5, 2024.
